U.S. Homeland security in response to possible terrorist threats at our ports now requires that all truck drivers picking up or delivering to ship ports must obtain a "Transportation Workers Identification Credential" or TWIC Card.

The process requires the driver to go to a TWIC office and prove his identity and legal status in the United States. The process is slow and tedious at best. TWIC operates under the Transportation Security Administration and Homeland Security. These agencies have locations at just about every airport in the USA, yet the TWIC offices are only located at port cities in the USA. A driver must apply at one of these offices and when the card is eventually issued he/she must return to the same TWIC office where he/she applied to be issued the card. While this setup is great for the port workers, truck drivers come from every state in this country most of which do not have ship ports. For some truck drivers this could be a drive of over 1000 miles.  My question is why can't TSA take and process TWIC applications at their offices in other states that do not have ship ports? Aren't they part of the same government and agency? If they can process applications for airport workers, why can't they process the TWIC applications as well? Why must the government bureaucrats make everything so ridiculously difficult and inefficient?
